Watershed Urban Runoff Management Program

MISSION BAY and LA JOLLA

The final Mission Bay and La Jolla Watersheds Urban Runoff Management Plan has been prepared by the City of San Diego, as lead agency.  The Plan meets the requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Storm Water Permit for San Diego Copermittees (Order No. 2007-01).  The Municipal Storm Water Permit requires the development and implementation of Watershed Urban Runoff Management Programs (WURMPs) for each of nine watershed management areas within San Diego County including the Mission Bay and La Jolla watersheds.  This document represents the plan the City of San Diego and participating stakeholders have prepared to implement said Program.
 
The primary goal of this program is to positively affect the water resources of the Mission Bay and La Jolla Watershed while balancing economic, social, and environmental constraints. The City of San Diego has identified the following objective and sub-objectives to achieve this goal: implement the best suite of efficiency-optimized activities to achieve maximum load reductions with available resources by 1) targeting sources/causes of identified priority water quality problems strategically; 2) gathering data necessary to determine the efficiency of load reduction activities; and 3) optimizing the efficiency of activities in addressing priority water quality problems.
 
The
Mission Bay and La Jolla WURMP has been developed as an iterative process of watershed assessment, priority setting, monitoring, and implementation.  At the conclusion of each yearly cycle, the process begins anew, allowing participants to respond to changing conditions or adjust strategies that have not performed as anticipated.  This framework establishes mechanisms for the participants to evaluate priorities, improve coordination, assess program goals, and allocate finite resources in a cost-effective manner”.
